Hawaii leads the nation in the portion of electricity produced from distributed solar photovoltaics (PV). This high level of PV penetration, in combination with Hawaii's geographical isolation, results in an array of engineering challenges as detailed in Hawaii PUC Docket 2014-0192. These challenges include issues with grid frequency stability and grid reliability.
The goal of this project is to investigate, develop, and validate ways that distributed PV and storage can support grid frequency stability on the fastest time scale (starting a few line cycles after a contingency event). This project results in a broad regional partnership led by NREL to work with the Hawaiian Electric Companies (HECO) on the use of fast DER-based frequency response to ensure grid stability.
